The process of the Holy Spirit must work in you before you have the baptism to convert you. The baptism of water is a symbol of the old creature dying and the new clean man arising. However, being "born again" is not only in the waters of baptism. Any person can go into the water and be baptized and that does not mean they are saved. Being "born again" is a change of a man's heart, repentance for his sin, a turning away from the old things, a clean heart that has confessed his sin to God and asked for forgiveness, born again in your heart, not just in water. The water is only a symbol, but the real born again is in a man's heart. And receiving the Holy Spirit through faith is the seal that the Lord has given to us that we are his child.
